The oil installations at Haifa were vital for storage of the oil from Kirkuk in Iraq before being shipped to Europe or wherever it was needed. The pipeline and the tanks were constantly being attacked by both Arabs and Jews at various times. Many of the troops were involved in trying to protect the supply, especially in WWII when it was vital for the war effort.
